From the car park the cable car puts you at the bridge in five minutes. Cross the Geumgang Cloud Bridge, climb the rock path past the Samseon Stairs, and the summit is 0.8 km on, about 40 minutes at an easy pace. The deck lets you see through to the drop, so your feet pause once. Just before the top the view opens all at once.
